dolphin template support

Hello, I am looking for someone competent enough in assisting with creating or modifying a css template for dolphin.
I have purchased this template:

he had originally suggested to pay 'first' before he gives me any help. It's been weeks, and I have not heard from him, on top of that, the template is messed up. This is NOT what I am looking for! I need a responsible and knowledgeable professional who can assist me me with all things 'template css' for this entire current project.
For a template I want some simple round corner template in which I can set the width to %, and have an extra main menu bar on top of the existing dolphin menu bar,-that's basically it, plus a few minor details. Thanks!
