Need Developer to add clickable Map on HomePage

Looking for a Dolphin Developer who can add a clickable MAP of the USA on the home page. By clicking a state, the user is navigated to the selected states page. The state page shows videos/photo from that state and the user may be more selective to search by County, City or School Name. So the uploads will require the entry of a State, a County, a City, and a School. Theses lists should be dynamic and each list of values will be based on the selection from the higher list. If upon upload the State, County, City, School is not already in the list, the user may enter a new County, City, School.
