Need expert to custom Dolphin with the all new..

I need some expert to develop a dolphin site, with the custom made mailing list. I mean i want to send an email to the the member who subscribe to my mailing list with their specific categories, and the user can choose for how long they can receive the mail ex. 1 month 6 months 12 months, and it should be automatically get them out of the list till the end of their choosing time. Another thing, i want to have a one more page for anybody who want to post a news by categories, that news should send to the members who subscribe for the mailing list by categories.
