Albums for Events

I need someone to develop Albums for Events, so any user can create his own album with his pictures or videos of an event to share with all user of the website, other users have to be allowed to view, download, rate and comment on these pictures, they can also tag themselves on pictures/videos (clicking on something like I'm on this picture/video, to put a tag of his nickname under the picture with a link to his profile)
