Limit Photo Upload Slots by Membership Level

New to the Dolphin community and seeking the ability to control on the backend how many photos users are able to upload based on membership level. Ideally we would be able to do this regardless of the amount of membership levels created but mostly we just need it for a FREE and a PAIOD account. The paid account's slots need to at lease be able to go up to 120 slots.

Here is an example of a mod, but they have discontinued supporting this community so we would loke to work with a developer with quick turnaround, that has experience setting something like this up which would reduce the work hours required related to the costs.
