Record and stream ray server project

and i want to use it for streaming services

I want to build a service that can host and display video or sound files. The user will have the ability to steam video and sound and save them at server at the same time. This is mad for companies that make excibitions or convensions etc, athletic teams for games etc, tv-stations for news, radio for sound etc and want stream and host their video and sounds. Every one will have its profile and template and can make customizations.
Administrator (my company) will choose the hard disk size, bandwidth,
online realtime users, and other features of customer accounts (packet). Every customer can choose if stream only, stream and save or save sound or video files. Also if its video will be public or private, witch category, tags, text, title, other data. Also customer can see visits and bandwidth statistics by weekly email and webpage link.

Also because i will install dolphin i want to use this server just like the one that expertzz is using (

Please tell me if these are posible and how will they cost
Please i would like to see a demo of stream live and save video software that you already have
