Paid referral

I am looking for some help with my website and have several different jobs for it if you are interested in helping out. The first that I have in mind is when paid members refer another paid member they receive a % of the initial sign up fee. I would like to have them be able to refer others to their page and they receive credit from the sign up. I wouyld like an area connected with that that shows who the paid referral leaders are for whatever time period I chose, month, year, week etc, on the homepage for everyone to view.

Just looking for a price and time frame for this project.
