Users Review and Rating solution.

I need to be able to post an image and a review of a topic and allow users to comment and rate the entry.

I need a forum post Review and Rating solution. What I mean to accomplish is to have a forum with categories.

Each category will contain the names of tour operators or activities matching the category.

Each Company / Activity will be its own sticky posting within it's category. A visitor rating and site editors rating should be visible there.

The primary entry for each company / activity will be the site editors review (me). It should include my rating.

The primary entry should be replied to, commented to, with visitor reviews and ratings assigned by each visitor.


Some example categories are:
Snorkeling Tours
Helicopter Rides
Sunset Cruises
Horseback riding

I am not simply looking for bids, I want to hear about your concept on the best way to approach this or other options as well. The end result must be well integrated into my system.
