Ray Record and Whiteboard modification

I am budgeting for an online learning site. One tool we would like to allow the instructors to critique student work is something which would record a section of their screen where the lesson movie will be playing and the instructor will be marking up the movie.

The other window will record the instructor's web cam.

Both windows are 320 x 240, but it would be great if the student lesson movie could be twice that size (640 x 480) then reduced to half that size in the final comp.

Not sure if Ray Recorder can be modified to do anything like this. If so, I would love more information and estimates (time and price). Thanks!
