Comment Notifications

Currently people do not get email notification if someone left them a comment on a picture, video, blog, profile etc... I would like someone to add a notification script to my Dolphin site that notifies someone if another user left them a comment somewhere on the site. The email contents would include the URL link to the page where the comment was left. The email should be customizable from the Admin console and it should come with instructions on how to add it to another MOD that uses comments down the road such as the YouTube MOD I just purchased.
